تقوای سیاسی و اعتماد سیاسی: مقایسه ظرفیت اعتمادسازی لیبرال‌ دموکراسی و مردمسالاری دینی

چکیده

مردم‌سالاری[1] برای بقا و بهبود کارکردها نیازمند اعتماد سیاسی است. این نوشتار در پی مقایسه‌ی ظرفیت نظام مردم‌سالاری دینی و دموکراسی لیبرال در تولید اعتماد سیاسی به روش مطالعه تطبیقی است. به این منظور ابتدا اهمیت و ضرورت اعتماد سیاسی برای نظام مردم‌سالاری مورد توجه قرار می‌گیرد و سپس دو ابزار مهم نظام دموکراسی لیبرال در تولید اعتماد سیاسی، یعنی «نهادسازی» و «مشارکت سیاسی» معرفی می‌گردد. ناکامی نظام­های دموکراسی‌های لیبرال معاصر در جلب اعتماد سیاسی شهروندان، که در نوشته‌های پژوهشگران از آن با عنوان «زوال بزرگ اعتماد سیاسی» یاد می‌شود، نقطه‌ی آغازی برای تبیین اعتماد سیاسی در نظام مردمسالاری دینی خواهد بود. در نظام مردم‌سالاری دینی علاوه بر استفاده از نهادسازی و مشارکت سیاسی برای تولید اعتماد سیاسی، از ابزار مهم دیگری با عنوان «تقوای سیاسی» بهره گرفته می‌شود که منبع تولید اعتماد سیاسی خواهد بود. در این نوشتار تقوای سیاسی در قالب درختواره‌ای معرفی می‌گردد که توانایی تولید اعتماد سیاسی بر اساس رابطه‌ی امام و امت را دارد. سه اصل مهم در نظریه‌ی تقوای سیاسی معرفی می‌گردد که می‌تواند انباشت اعتماد سیاسی در جامعه‌ی اسلامی ایجاد نماید. 1-       Democracy
